Organizational Development Committee
The Organizational Development Committee:
- Recommends to the State Chair: local, state and national political strategies, activities, and policies designed to improve the organizational effectiveness of the Party;
- Proposes a plan for redistricting of the Party’s Regions after each State Reapportionment is adopted;
- Proposes guidelines to the Rules Committee, for their consideration and approval, concerning the Chartering of Organizations under Article X of the bylaws of the California Democratic State Central Committee (CDP); and,
- Recommends to the Executive Board the granting or rejection, of applications for Charter of organizations under Article X of the above-mentioned bylaws pursuant to guidelines adopted by the Rules Committee.
The Organizational Development Committee has developed and adopted the following guidelines and application form for groups seeking California Democratic Party charters:

NOTICE TO APPLICANTS
The next opportunity for the Organizational Development Committee to issue a recommendation for granting of a charter will be at its meeting on Saturday, July 25, 2020. This will be a Zoom meeting held in conjunction with the CDP E-Board scheduled for July 24-26.
Our procedure is to refer each new application to an ad hoc review team. The review teams work with applicants to perfect their applications, noting any deficiencies and suggesting corrections, with the goal of producing a final application that can be recommended by the full Organizational Development Committee to the E-Board.
In order to help us meet the challenges processing your application while meeting virtually, we ask you to follow this time line:
Initial application due by Friday, May 22, 2020 – All the materials requested in the online application should be submitted by this date; materials submitted do not have to be in final form. Your application will be referred to a review team if submitted by this date.
Revised application due by Friday, June 26, 2020 – Any deficiencies noted by our review team should be corrected by this date; your application should be in substantially final form and ready for a second review. Any necessary bylaw changes should be submitted even if they have not yet been adopted by your organization.
Final application due by Friday, July 24, 2020 – All required bylaw changes should be adopted and any additional technical changes requested by the review team should be submitted by this date.
