November EBoard Committee Update
After consulting with the Lead Co-chair of the Rules Committee, the California Democratic Party’s Legislation Committee Co-Chairs have voted to use the majority of the November E-Board meeting to present their revised draft Policies and Procedures that have not been updated since 2011. To provide sufficient time, the co-chairs also voted not to hear any new legislation endorsement requests for this meeting. This meeting will serve as a time to resolve old business, and for delegates to hear about the proposed changes, submit feedback, and allow the Committee as a whole to discuss the best direction for the upcoming legislative session.
Regarding Old Business
The only legislation position request scheduled for possible action at the November 2021 meeting is a request to Support H.R. 2590 which was tabled at the Summer E-Board Meeting and is considered Old Business. Given that this item was open for public comment during the August 2021 session, Old Business will be given limited public comment for the November 2021 session (3 in favor and 3 against with 1 minute per a speaker). The sign up period to be one of the commenters will happen at the start of the session. This format will only apply to the Old Business public comment item.
Regarding Proposed Amendments
We invite all delegates to attend the November 2021 Legislation Committee meeting. The proposed amendments to the policies and procedures will impact how delegates can submit legislation for review and endorsement by the committee, the volume of legislative bills the Committee can endorse, and the advocacy process after endorsement. We will have a separate period of public comment specifically regarding the proposed amendments to the policies and procedures. The signup form for this public comment will be posted in the chat during the designated signup period for the meeting. The draft proposed amendments will be posted along with the agenda on the Legislation Committee website in advance of the meeting.

The Committee Process: We are broken into two sub-committees, State and Federal Legislation, both of which have conference calls prior to the eBoard meeting during which they review the submissions and put forward a consent calendar. At eBoard, that consent calendar is presented to the full committee. We take general testimony at the beginning of the committee meeting, followed by a (public) committee discussion (Having an advocate remain to answer questions during committee discussion can be helpful). Staff provides every committee member with copies of all legislation on the consent calendar, as well as any additional materials that submitters have supplied for that purpose. Anyone planning to testify should arrive a few minutes before the start of the meeting to sign in. Thank you.
Committee Duties: The Legislation Committee proposes legislation, when needed, in response to the duties and policies of the Party; maintains a listing of all pending legislation that is of “must” and/or major concern to the Party; and keeps a record of the vote by the Democratic Party legislators on those legislative items. The Legislation Committee makes recommendations and proposes actions on said legislation that is consistent with guidelines adopted by the California Democratic State Central Committee (California Democratic Party) Rules Committee.
