California Democratic Party – 2020 Coordinated Campaign: Field Coordinator Job Description

The Campaign

We have a huge challenge and a great opportunity in 2020.  Together we can elect strong Democrats from the local to the state level, help pass progressive ballot measures and play a national role in electing a Democratic President.  We are building a statewide coordinated program that make millions of phone calls, knocks on hundreds of thousands of doors, engages tens of thousands of volunteers and builds our capacity as a Party.

To do that we will continue building on the energy and great work of 2018 when thousands of volunteers across the state came out in large numbers day after day to flip 7 Congressional seats.  Since the March, 2020 we have been making sure that every Democrat and every person who supports our Democratic ticket can find a way to pitch in – no matter where they live across the state and no matter whether they can volunteer full time every week or only for an hour here or there.  To make that possible, we strive to be well-organized, draw on all the talents of our Party leaders, activists and partner organizations, and utilize the most cutting-edge technological tools.

The Party has two programs, one for Battleground counties where we have overlapping targeted races for Congress and State Senate and Assembly.  And one for Blue Wave counties where we’ll be building our base capacity.

 

Field Coordinator Responsibilities Include, But Are Not Limited To:

  • Working with the assigned Area Director, San Mateo County Democratic Party leadership and activists, targeted candidate campaigns and partner organizations to plan and implement a county-wide field program, including setting numeric goals for voter contact and other programs in San Mateo;
  • Helping lead the local effort through ongoing planning, training and capacity building, especially in the areas of volunteer recruitment and management, direct voter contact, using data and technological tools to support field efforts, setting up tracking systems, and coalition building;
  • Helping set up and manage all program logistics from setting up an office and compliance call system, to running regular phonebanks and precinct walks, to supporting Dem Party and partner meetings via Zoom or in person if appropriate;
  • Participating in daily check-in meetings or calls each day with assigned Area Director;
  • Managing and supporting timely input of data and providing regular written, verbal and on-line reports to the Area Director.

 

Ideal Experience Requirements:

  • One or more years of experience with political /electoral campaigns
  • Strong training experience
  • Be a motivated self-starter with a commitment to the Democratic Party’s goals
  • Experience in working with coalitions and volunteer run organizations
  • Familiarity with community and political landscape in region in which she or he will be working
  • Language skills appropriate to working with a linguistically and culturally diverse team of leaders and activists

 

Skills Required:

  • Excellent listening and communication skills and good judgment in interacting and communicating with the public
  • Ability to work quickly and thrive under tight deadlines
  • Ability to be accountable and to hold others accountable
  • Willingness and ability to take direction and function well within a team structure
  • Willingness to learn new skills and keep current on the news and issues that affect the campaign
  • Ability to project a positive image of the Party and the campaign
  • Good computer skills such as Microsoft Word, Excel and ability to create and update Google Documents and know or be comfortable learning to use voter data programs (PDI specifically)
  • Flexibility and ability to “roll with the punches” in a fast-paced campaign

 

Working Conditions:

  • This is a full time position beginning in July, 2020. Staff are expected to be willing to work irregular hours to accommodate the needs of the campaign work, including weekends, evenings and holidays.
  • This is a temporary position from June, 2020 – November, 2020.  
  • Staff in this position will be employed by GroundWorks Campaigns, Inc. to work on the California Democratic Party’s 2020 Coordinated Campaign.
  • This position will be based in the Bay Area with primary focus on San Mateo County.

2020 Congressional Campaign Program – Congressional Mail Coordinator

Department: Congressional Campaigns Department

Salary Range: Commensurate with Experience

Position Summary:

The California Democratic Party (CDP) seeks an experienced Congressional Mail Coordinator for the 2020 Congressional Campaign Program. The candidate should have experience in processing and reviewing campaign mail.  The Congressional Mail Coordinator will work with the Congressional Campaign Director to review and approve all mail sent out by the California Democratic Party for the 2020 Election Cycle.  Strong self-direction and the ability to take initiative are necessary qualifications.

Responsibilities:

  • Coordinate with mail consultants, campaigns, and mail houses regarding program rules
  • Review polling, mail plans, and research for mailers
  • Approve CDP mail pieces with Congressional Campaign Director
  • Monitor and confirm volunteer involvement in all VEM processing
  • Monitor mail-related invoices and payments
  • Assist Compliance & HR Coordinator with vouchering as needed in preparation for vouchering associated with Mail Program
  • Other assignments or tasks as necessary relating to campaign operations

Qualities and Qualifications:

  • Possess an unwavering dedication to following and high capacity to learn federal compliance laws and the
    CDP’s Bylaws
  • Strong task management aptitude and/or demonstrated skills
  • Possess demonstrated skill at setting and communicating priorities
  • Proficiency in computer skills
  • Deadline-oriented and detail-oriented while managing responsibilities in a fast-paced, deadline-driven environment
  • Be willing to contribute to the team effort by performing other tasks, as needed
  • Experience with generally accepted accounting practices
  • At least 2-3 years of experience in processing and reviewing campaign direct mail
  • Support the CDP’s goal to take back Congress in 2020

2020 Congressional Campaign Program – Congressional Compliance & HR Coordinator

Department: Congressional Campaigns Department

Position Summary:

The California Democratic Party (CDP) seeks an experienced Congressional Compliance & HR Coordinator for the 2020 Congressional Campaign Program. The candidate should have experience in campaign finance compliance, human resources, and/or logistics operations for Party Committees or political campaigns. The Compliance and Logistics Coordinator will work with the Congressional Campaign Director, the Congressional Budget Director, the CDP Human Resources Director, and the CDP Compliance & Accounting Director and Department.  Strong self-direction and the ability to take initiative are necessary qualifications.

Responsibilities:

  • Process new hire required paperwork and agreements
  • Approve and process program staff timesheets
  • Work with the CDP Human Resources Director to ensure correct payroll
  • Maintain database of all hires and contact information (permanent contact information and current contact information)
  • Serve as point of contact for general program staff questions pertaining to Human Resources or Logistics
  • Data entry of all program expenses
  • Process and voucher all program-related bills and mileage reimbursements after approval
  • Serve as point of contact for office leases and property managers
  • Work with Program Campaign Director and, if applicable, District Field Directors, to assess best options for utilities
  • Contract with utility providers and function as point of contact for all office bills
  • Other assignments or tasks as necessary relating to campaign finance compliance, human resources, and logistics operations

Qualities and Qualifications:

    CDP internal human resources procedures and processes
  • Strong task management aptitude and/or demonstrated skills

2020 Congressional Campaign Program – Congressional Budget Director

 Department: Congressional Campaigns Department

Salary Range: Commensurate with Experience

Location: Sacramento

Position Summary:

The California Democratic Party (CDP) seeks an experienced Budget Director with background in compliance and accounting for the 2020 Congressional Campaign Program. The candidate should have experience in budget management, campaign finance compliance reporting, and accounting practices with federal campaigns. The Budget Director will work with the Congressional Campaign Director and the CDP Accounting and Compliance Director and Department.  Strong self-direction and the ability to take initiative are necessary qualifications.

Key Responsibilities:

  • Work with the CDP Accounting & Compliance Director, the Congressional Campaign Director, and the respective department staff as required on all aspects of compliance and accounting for the program
  • Track and maintain overall program budget with the Congressional Campaign Director, including but not limited to district and overhead budgets
  • Reconcile budget and expenses
  • Data entry of all program expenses
  • Administer Joint Fundraising Agreements (JFA); tracking transfers and keeping all aspects relating to JFAs in compliance
  • Monitor CDP Federal Contribution document and flag maxed out donors
  • Collect vendor documents for CDP records

California Democratic Party – 2020 Finance Assistant

Department: Finance Department

Salary Range: Entry Level

Location: Sacramento, CA

Position Summary:

The California Democratic Party (CDP) seeks a highly motivated individual who can work in a fast-paced environment. The CDP’s goals for 2020 will be reached with a robust finance and fundraising program. We need resources to win and YOU can help be a part of that victory. Candidates must be knowledgeable of Microsoft Word and Excel, have strong writing and organizational skills, and be able to communicate effectively over the phone and via videoconference meetings. Additionally, it is imperative that the candidate is familiar with local, state, and national politics. The Finance Assistant will report directly to the Deputy Director of Finance and work in coordination with Compliance and Accounting staff.

Responsibilities:

  • Process incoming contributions and enter detailed information quickly and correctly into finance software.
  • Data collection for reporting purposes and database records.
  • Manage correspondence for a wide range of donations.
  • Research and succinctly compile accurate information.
  • Maintain and promote the grassroots donation program.
  • Support at fundraisers—planning, follow up and execution.
  • Other assignments or tasks as necessary relating to finance and fundraising.

Qualities and Qualifications:

  • Ability to learn and follow state and federal compliance requirements as they relate to fundraising.
  • Excellent task management and willingness to work under deadlines.
  • Strong communication skills, especially over the phone.
  • Proficiency in computer skills including virtual communication tools (Excel, Word, Google Suite, Zoom, Dropbox, etc.).
  • Familiarity with various campaign databases is preferred (ActBlue, NGP, etc.)
  • Be willing to contribute to the team effort by performing other tasks as needed.
  • 1 -2 years of campaign or political experience recommended.
